The transport ministry is developing new regulations for p-hailing services, following the enforcement of the Land Public Transport (Amendment) Act 2023 (Act 715), transport minister Anthony Loke has said, according to The Star.
“This step is being taken to ensure the implementation of p-hailing services considers the interests of all parties involved, including service providers and p-hailing delivery partners,” Loke said in a parliamentary written reply to Bayan Baru MP Sim Tze Tzin, who asked about plans to regulate algorithms and rates of p-hailing companies.
Sim also asked whether the ministry plans to set a minimum price per kilometre and time to ensure a minimum income for p-hailing workers.
Loke said wage rates are determined by p-hailing operators based on factors like traffic congestion, weather conditions, travel distance, time, demand and service availability, which are set according to current market levels without any involvement from relevant authorities.
Early last year, the Malaysian p-hailing riders’ association submitted memorandums to UMNO and the transport ministry. Unhappy with Grab Malaysia’s restructuring of its delivery fee and bonus framework, they wanted government intervention to solve the problem of declining payment rates – more here and here.
