According to deputy works minister Datuk Seri Ahmad Maslan, land acquisition issues and the extensive time required for utility relocation are delaying the construction of Phase 1A of the Pan Borneo Highway (LPB) in Sabah.

He noted that the refusal of landowners to cooperate, with some even taking the matter to court, has resulted in the project’s delay, necessitating an extension of time, Bernama reports. As of August 2024, the progress of the 15 work packages in Phase 1A stood at 79.48%.

“Four work packages have been completed and are now open to road users, while the remaining packages are at various stages of construction. These are expected to be finished in phases by the first quarter of 2026. Phase 1A covers an estimated distance of 283 km,” said Ahmad Maslan.

“In addition, I hope the construction team can complete this project by meeting the quality, cost, and time standards set forth, in line with the MY Jalan KK programme’s goal of delivering comfortable and safe infrastructure for all Malaysia Madani people,” he added.

In a LPB-related development, a total of 13 contractors recently received their letters of acceptance to carry out Phase 1B (includes 19 work packages) of the project in Sabah. Phase 1 of the LPB in Sabah will span 706 km and is divided into two phases comprising 35 work packages. The development cost of Phase 1B is RM13.989 billion, which will be fully funded by the federal government. Ahmad Maslan suggested that new contractors for Phase 1B of the LPB project should be given a seminar to highlight the challenges faced during Phase 1A to prevent similar issues in the future.
